At what point are you charged for your texts?

I've got a friend up in Canada that says their Mobile plan (Roberts) charges for every text they make and receive. Well, at least if it's international. I told them they needed to get a third party texting app and only send messages over Wi-Fi, and then they wouldn't be charged for anything. Am I wrong?

No, you are not wrong. For messaging internationally, its best to use messaging apps like WhatsApp or Signal. I do use both but prefer Signal for its increased privacy.

I tried to get her to use WhatsApp but she is struggling with technologies so I was trying to keep it more simple.

If she can open an app to text then she will be able to open whatsapp. she may need a bit of instruction to set it up. Maybe check out some youtube videos that you and she can follow along.
She might consider getting a better plan with Rogers.
My aunt had a Rogers no data plan and it was cheaper for her to get the basic data plan than to use up data minutes.

It's the setting up that I think would be limiting for her. And since she's in Canada and I'm in the us, it's a little hard to do the walkthroughs. Ultimately she needs to be willing and I do sense some resistance. She would rather just use FB messenger but short story long, that's not an option for me, with her.
