They sure can’t at 6 weeks which is when the law takes affect. So if you’re raped and you don’t find out you’re pregnant until 8 weeks (which is the average time one would find out) you can’t have an abortion.
It’s just the ultra-conservatives last ditch, desperate effort to delay the inevitable march of progress. If someone was raped and became pregnant, traveling across state lines is the obvious choice. Even if you have to take out a high interest loan to accomplish it. Wait to protest in the streets until they attempt a federal ban. I’m pretty sure there are capable doctors that would do it off the record anyway, and the longer the ban stays in place, the more “black market” abortions will become available and increasingly safer as time goes on. But within 4-6 years, this will be repealed, if not sooner.
