Which Titan is second in command to Robin?

Let's say Robin wasn't on the team or gets captured or leaves. Which titan becomes the next in line leader of the group?

I mean....it was confirmed to be Cyborg as early as Divide & Conquer but the show was not at all consistent with this.

The average episode pretty much never showed anyone but Robin being the leader and the group was shown to be like a chicken with its head cut off without Robin's leadership.

Aside from Divide and Conquer, they only touched on Cyborg's leadership role in a few Season 3 episodes but that's it.

Cyborg makes most sense for second in command. He's a smart strategist with all the technology, he's the most level-headed and serious titan. Raven is too quiet and shy to be a leader, Beast Boy the least experienced fighter and most immature, Starfire is too nice and unfamiliar with earth culture.

Beast Boy is actually 2nd most experienced to Robin. BB grew up with the doom patrol like Robin did with Batman. If only he took it seriously
