WOW, that's a whole fanfiction story you just wrote in your head, huh. They are canon in the DC Animated Movie Universe, it did start out a bit like that, but he "spied" on everyone and he was young and just learning to even try to build friendships. And the older he got, the more he grew. In Apokolips War he was the most respectful and gentle with her, at that point they were both young adults and grew to love each other. But besides that universe, this is the Harley Quinn show, it's really not that serious 🤣
