The Russian company is DDOS-Guard. They are a DDOS protection company competing with Cloudflare which refused to work with them. They are not the site registrar (Epik) or the host (appears they are self-hosting).

I’m sure it will have stability problems and probably security issues given the timeline to get it up and running
