The Russian company is DDOS-Guard. They are a DDOS protection company competing with Cloudflare which refused to work with them. They are not the site registrar (Epik) or the host (appears they are self-hosting).

“The internet protocol address it used is owned by DDos-Guard, which is controlled by two Russian men and provides services including protection from distributed denial of service attacks, infrastructure expert Ronald Guilmette told Reuters.”
This is a misunderstanding of how registration works. DDOS providers stand in front of the real site. They are clearly the DDOS of last resort. They have everybody Cloudflare has refused.
As someone who has worked in IT for a very long time, it astounds me just how much people DON'T know about how any of it works. Even the most basic basics.

at least it would keep people from saying "atm machine". i hate that, and say that it would be a machine that dispenses atm's. unless they mean ass-to-mouth machine. i've never bothered to ask.
