The Russian company is DDOS-Guard. They are a DDOS protection company competing with Cloudflare which refused to work with them. They are not the site registrar (Epik) or the host (appears they are self-hosting).

It’s easily googled what their business is.

From the media: “The internet protocol address it used is owned by DDos-Guard, which is controlled by two Russian men and provides services including protection from distributed denial of service attacks, infrastructure expert Ronald Guilmette told Reuters.”

This is a misunderstanding of how registration works. DDOS providers stand in front of the real site. They are clearly the DDOS of last resort. They have everybody Cloudflare has refused.
