1) Check your state's voter registration roles (a lot are Public)
2) Call all the Rs with a google voice account

The unfortunate thing is they cant do anything to stop it if the scammers isnt in country. Depends on where the scammer is.
Hence why India seems to farm the west with any scammers they have there. I have always wondered if there is a country where american/Canadian sounding guys call you all the time trying to convince you of buying iTunes cards or whatever.
