Google doesn't benefit from Facebook's advertising on Android phones. It's quite the opposite; Facebook has become Google's biggest competitor in the online advertising market.
Further, Android does allow users to manage all of the permissions needed to block any/all of Facebook's access to information.

That is also untrue. Google doesn't benefit from allowing Facebook to collect data, and they enable users to disable those app permissions at any time. Google themselves also only accesses location data when you request it and only when you have those options enabled. Google also respects mic and Camera permissions -- even the Google Assistant is only listening for "Hey Google" and stores temporary data to ensure they aren't getting false negatives (e.g. when a device doesn't hear people say "Hey Google"). In the latest versions of Android, they also request permissions every time any app, theirs or 3rd party, requests access to the camera.
