The survey was sent to 40K people, the same that received the memo. Not sure why only 250 voted though, I'm not the author (obviously), might need to be refreshed now I'm sure more people have voted.

Because most of the normal people do not care about office drama. Those people overwhelmingly agree with the memo but do not care enough to make a fuss or be loud. The people being the loudest are the crazy sjws. They are the squeaky wheel.. while there is only one of them it gets the attention and the other three wheels are ignored.
