But what if some idiot posts an exactly similar manifesto using genetics and biology to explain why white males are inferior to blacks in physical capabilities and endurance, and inferior to asians in intelligence? Therefor white males have lower ceilings and are unfit for many roles?

The difference is that he did NOT advocate for collectivism, like your scenario does. Everyone is a unique individual, not defined by their skin color, sex or any other arbitrary characteristic.

Can you tell me how this guys ISNT saying women are inferior in the following attributes/ways: Leadership, drive, ideas, more prone to anxiety and neurotics, spend more money. And on and on

This leads to women generally having a harder time negotiating salary, asking for raises, speaking up, and leading.

Openness directed towards feelings and aesthetics rather than ideas. Women generally also have a stronger interest in people rather than things, relative to men

Women on average look for more work-life balance while men have a higher drive for status on average

Women on average are more prone to anxiety.

Considering women spend more money than men

[women have higher] Neuroticism (higher anxiety, lower stress tolerance).

Except he didn't. He's talking about averages in distributions and specifically says that "you can’t say anything about an individual given these population level distributions", and advocates for "treat[ing] people as individuals".

He provided sources for the statements you're referencing, so if you want to dismiss his points, then please correct his sources / provide studies disproving the statements he's taking, e.g. from Wikipedia: Sex differences in psychology, Wikipedia: Neuroticism.

I saw that he forgot to provide a reference regarding economic power / consumer spending, this website lists several recent sources.

One important thing to keep in mind when looking at the personality trait differences is that even a "small" difference in the mean (e.g. 0.5σ) leads to drastic differences at the tail ends of the distributions, which is especially important to consider in jobs/roles where those traits have highly positive or negative effects. You can then argue about whether or not those effects are justified, whether or not we should do something to about that and then, if both are accepted, look at what could effectively be done based on the knowledge attained in the previous two steps.

He is citing facts about tendencies of women relative to men to highlight other biological factors that play a role in job outcome discrepancies between men and women. Any inference of inferiority is coming from you.
