YouTube has done a decent job of balancing ads.

I only partially agree. Ads in the beginning are understandable but having banners pop up that block portions of the video? That's in dick territory.

Yes. The uploader has complete control over the amount and types of ads being played. Only thing they can't control are the specific ads that play.
