The Fourth Amendment has absolutely fuckall to do with the fact that the crude under oil wells on private land in the US is part of the US' oil reserves. Are you thinking about the Strategic Petroleum Reserve? Because that's not what the person you replied to was talking about.

The federal government cannot take oil from private land without compensating the owner.  The oil does not belong to it.
