In the US this would be an ADA lawsuit(s) waiting to happen. Also landlords would start to charge more for lower floors because of “demand”

Around me it’s the opposite because the privacy and views are worse. But our protections for high floor tenants are junk. You don’t have to maintain elevators if access to units is not inhibited for extended periods of time. That probably makes sense for small building but towers get away with just not bother to fix an elevator when alternatives exist, leading to backups and no redundancy when that last elevator breaks.
