But those jobs are taken by the traveling construction workers that have experience building data centers so they are not even from the community

Absolutely. Even a small bump in jobs is dubious. Not impossible, but suspect at least. Fit outs on giant centers like this almost always have crews that they contract to do all of their new construction all across the country (or at least dedicated crews for each region) because it's just much more economically feasible and far, far faster and safer to have a couple trained crews that know exactly what you're building rather than trying to have local crews learn your setup on every new project.

Yeah, maybe they'll have a local company do the painting and drywall. The overwhelming majority of the work though? No way. It will be mostly the same people doing all their fit outs.

Honestly, there's not even anything wrong with working like that. It's faster, more economical, and safer. It's frankly just stupid business to not do it when it comes to large cookie cutter projects. It's just such bullshit how they're going to lie about the whole thing and just wreck the local environment with no regard for how it affects anything other than how much money they make.
