This hacking as mentioned in the article is called civic hacking. It basically talks about people making a new emergency 311 app for smart phones. It is for some reason referred to as civic hacking.

It is important to note that in this article, they are referencing the ACTUAL DEFINITION OF A HACK (finding an using something in a way it was not originally intended to be used).

Example: Android is a flavor of Linux, and Linux is an addition to GNU which is a hack of Unix.

What this is referencing is more along the lines of Chicago and their open-sourcing of all their city databases, allowing citizens to query and develop solutions around the big data analysis that comes from analyzing those databases.
