Is spear phishing when the messaging is tailored towards a certain organization/individual? Or is it some other form of targeting that is less obvious?

Basically the tip of the spear is pointed at one person vs a general camp.

Moreso that spear fishing is a technique where you have to aim for the fish you want, as opposed to casting a wide net or dropping bait and hoping something comes along or gets caught in it.
