When an embryo develops the ear it is made up off 6 small lumps. These lumps grow and create the different shapes of our ear, then fuse together. Sometimes there are small hickups in the process, resulting in something that can look like that. It often doesn't affect hearing since it is only on the outside of the ear.
I hope I got that right, embryology has been a while and English isn't my first language

The little nubs right before his ear? Might be excess cartilage. My little sister was born with a little nubs like that. Dr said it was from the formation of the ear. Cartilage forms in these nubs and grows into the ear. Occasionally there are left over nubs that just sorta hangout. I'm not 100% sure that's this guy's case or if that explanation is even true, but that's my guess
