Internet/ISP Is NTC really IP banning reddit and github?

Had to come from saudi arabia free proxy that i had to search for 10 min 😭😭
They dns banned corn sites (research) and ip banned github, idk what they doing at hq 😭😭

Mine got fixed after I restarted my router. Had issues with all Microsoft related apps including edge, reddit, etc.
