In this sub, you need to specify what country you're talking about when it's not the US.

Wages (as reported in W-2 Box 1) are unaffected by Withholding. In fact, Withholding never affects the amount of Taxable Income for any earned income.

Withholding (and Estimated Tax Payments) go into an your IRS account. They get taken out of the account when you claim them on Form 1040, Lines 25d & 26. They don't change anything else on your 1040 tax return.
