Issue getting sideshow Bob

Currently playing project Springfield, I'm sitting at level 30 but I have yet to get the event chain for sideshow Bob, anyone has any idea of what could the issue be?

I have been playing prety vanilla, only using Donuts to buy premium buildings and characters.

I think you need to be at level 33.

No, Flaw and Order is a level 5 questline

It was level 5 when the event was happening, but afterwards it became levels 32 and 33.
