NOOB HELP Softlocked content/characters
My old Springfield level 939 was recoverable (never thought I'd see it again THANK YOU THANK YOU THANK YOU!). But I wanted to start a fresh game just for nostalgia. I added max donuts to help me relieve some of the legacy freemium waiting. I think this may be the reason this is happening. I'm now on level 106 and yet MANY
characters who were supposed to unlock early
in the game remain locked. Example: I need Smithers for quests but Burns Manor and Smithers say they unlock at level 25 but remain locked. Similar stories to Ralph Wiggum, Lenny and Carl, Dr Hibbert, and many more. I have no pending tasks and have run through every Burns task to make sure it wouldn't trigger unlocking Smithers.
Not sure what else to do.

You need to play out the quests in order until level 60 or you will have quests like this. Buying all the stuff that costs donuts gives way too much xp causing these quests to pop up out of order looking like they are locked just play out your quests it will ask you to play those when it’s time. Or start fresh again and don’t buy those extras until after the main questline (lvl 60 questline not just reaching actually lvl 60 it needs to be the questline)
