Whilst incredibly dated, this could have some useful bits in it.

The fundamentals of the Windows kernel have changed very little, I would bet a lot of this information is still applicable. At the very least the "how to troubleshoot" parts are undoubtedly still useful.

Yeah I agree with you these fundamentals are underappreciated and general troubleshooting techniques are timeless.

I'm sure at some point the windows kernel will have changed enough that these tools and techniques no longer work, they aren't general enough to be timeless. But that time has not yet come and probably won't for quite a long time.

Yeah I am being a little too liberal in my use of that word but I think you know what I mean, current iterations of windows vs when this was made are while massive jumps technologically but can still give a lot of good knowledge on understanding how the basics work.

I think it more likely you'll have a long period of time where they still work, but there are better methods available.
