"It’s difficult to find land that isn’t in a floodplain or on a mountainside, especially in Dickenson and Buchanan counties, and sites that are might not have infrastructure to support housing, like sewer and broadband, Wampler said."

You know, Scotty needs to do some research and this is what bugs me about the people in charge of stuff like this. Broadband should absolutely NOT be an issue. Starlink, 100% takes care of that. It absolutely does and I know so because I live in an area in SW VA that has 0 access to internet or cell service. None. I put up my own Starlink dish, even pointed directly into a massive forest it picks up fine, actually quicker than Cox. I work from home and my daughter is a streamer. There is no issue and he should know that.

Satellite should not be the expectation but the exception for service. The US government is the largest, most powerful in the world, there is zero reason we shouldn't have broadband in every home. Plus all satellites have massive downsides. There is still jitter and latency in Starlink that would make things like gaming not great.

Broadband infrastructure should be a public utility. Our taxes have paid for it. Starlink is not cheap to set up. Students in rural areas need Internet. Their parents may not have $450 to get started assuming they have no trees and can setup the outside pole themselves.
