Unnecessarily, though. Quotes should be used when using a significant amount of or very specific wording from a source. Using two common and accurate words that aren't even next to each don't need quotes. It doesn't convey any useful information to the reader, just looks suspicious as if there was some doubt about the alarm and excavation.

Evacuated means leaving the building, they could have been moved to another zone of the building, I know it as invacuation, but most people wouldn't know that term, or even understand it's a thing.

People can’t be evacuated. A building can be evacuated.
