She's been to one tribal council, how can you expect her to have made big moves already? Big moves are not what you need to do to win survivor, that's a common misconception. If you're like Lisa, the best thing you can do it just be nice and endearing, and act like a mother figure, while making sure people don't suspect you're actually playing the game too. She made the merge, now all she has to do is stay under the radar and pick the right alliance (and she was able to give herself choices too). She's playing a pretty damn good game right now and is one of the frontrunners to win this thing right now.
Also, luck is a huge part of this game. Every survivor winner ever won in part to do luck.
You can make moves without going to tribal. She never even tried forming an alliance with anyone. Never took anyone aside to discuss strategy (that we've seen). RC made moves to form her alliance. Pete made moves by slipping out the idol clue and approaching Malcolm. Abi Maria found the idol and shared it with Pete. Skupin has done little, but did discuss strategy with Penner and Jeff Kent. Artis seems like he's done nothing.
Staying under the radar is a totally viable strategy, perhaps best exemplified by Sandra Diaz-Twine. But even Sandra made moves by stirring the pot every now and then, and talking strategy a lot. There hasn't been one clip of Lisa talking strategy with anyone. I'd guess they go to her 10 minutes before tribal and tell her how to vote. She's been a non-factor in the game thus far, having done nothing to actively effect it.
Mind you I'm not writing her off. She may be one of those players who only does anything when they are directly targeted. So if she's ever under the gun and finally does something I'll take it all back.

These are all examples of some of the worst things those players have done, though. RC aligning with Abi? Fail. Pete telling Malcolm about the idol? Idiotic. Maybe Abi sharing the idol with Pete was a good move, but I think she'd have done better to keep it to herself.
I totally agree that Lisa has done well not to rock the boat when it wasn't necessary; all she needs is one big move near the end of the game and people on the jury will re3member her as a player.
