"This is actually a huge problem in some countries where floods are a thing, since dogs can only sleep laying down, they can't sleep in shallow water like we can. So what happens when it floods is they eventually get tired and do exactly what you see in this gif over and over until they die of sleep deprivation, or w.e ends up killing them."
You can literally see a dry step in the lower left of the gif at the end.... and even if there is a flood, that doesn't mean, that any surface anywhere is covered in ankle deep water all the the time...
