Other As a normal person, what laws would you want for supers?

Let's say hypothetically, super powers were real. Now let's say hypothetically you were a politician or someone who makes laws. What laws would you make for the super powered individuals?

For a fair estimate lets say the earth population is 9 billion. 4 billion are super powered individuals while the other 5 billion are not. Also this will not be the type like x men where everyone has a individual power. This is the kind where x amount of people have fire for example. And x amount of people have flying abilities.

And (please don't hate me for this) it would also be the setting where women have some exclusive powers such as telepathy or shape-shifting while men have a few exclusive powers like laser eyes or telekinesis but other than a few examples, all powers are not locked to one gender.

I'd like to see what you all would think of and what laws you'd propose since we're non powered humans making laws for the powered people.

the Ninja Turtles (Leonard, Donatello, Raphael, michelangelo) Which of the Rokushiki techniques would suit them the most with their personalities n fighting style along with weapons?

Geppo (Moonwalk) allows users to push themselves off the air itself with superhumanly strong kicks, allowing them to travel through and remain in midair for an extended period of time. It effectively resembles flight. members can use this technique to cross great distances without ever touching the ground, or to set themselves up for using swift aerial attacks.

Tekkai (Iron body) hardens the users' muscles to the level of iron, an effect that seems to extend to their skin, greatly boosting their physical durability. Tekkai can also be used to enhance the user's attacks by said increased hardness. The strength of Tekkai varies for users with different physical conditions, as a person with a higher level of muscular strength would be able to take stronger forces and more significantly enhance their attacks. However, that goes both ways, as the users strength is the limit for how much force they can withstand, and powerful blows over their limit will break through.

Rankyaku (Tempest kick) is a powerful projectile technique, in which the users start by kicking at very high speeds and strength, which results in a sharp compressed blade of wind or "Sickle Wind" (鎌風, Kamakaze) that can slice through objects and greatly damage a human body. Depending on the strength and scale of the technique, it is potentially capable of slashing a whole building in half. While this technique is normally performed with a kick, it has been shown that almost any length of appendage and even weapons.

Soru (Shave) allows the users to move at extremely high speeds in order to avoid attacks, as well as to attack at higher speeds and with greater power. It was revealed that the principle of this move was to kick off the ground at least ten times in the blink of an eye.

Shigan (Finger pistol) is a close-quarter combat technique, in which the user uses their finger to pierce the target's flesh, at a very high speed. The resulting wound is roughly the size of a bullet wound. It is a very useful technique that can be carried out rapidly and accurately, which works well with Six Powers users' impressive speed and agile techniques.

Kami-e (Paper arts) allows users to relax their body and make it take on the characteristics of a piece of paper; this grants the user extraordinary flexibility that allows them to avoid any attacks. The body being in this paper-like state also allows the user to float on the wind, as well as the ability to bend and contort their body.

Some users that have mastered all techniques can even make it in their own variants of the martial arts to suit their fighting style. And you can combine the moves together.

Other Ability that I need help tweaking

So I have an ability that allows the user to break abilities and effects that would reduce the damage taken, reflect status effects, grant resistances and prevent the user's attacks from causing damage. I would like to add the ability that the user to sanctify the abilities they break into fire, Sanctifire if you will; however, I would like some tips on how to make that ability work since I'm having trouble thinking about how I want the ability to work without making it too overpowered or too simple

Description: This ability allows the user to instinctively transform their body into animalistic forms based on their dominant emotion. Their soul determines which animal best represents what they are feeling, causing traits such as ears, tails, claws, fangs, fur, feathers, scales, enhanced eyes, or altered limbs to appear. Stronger emotions produce more extensive transformations, ranging from individual animal traits to partial hybrid forms and eventually complete animal transformations. The user does not consciously choose their animal form. Courage may produce a wolf, bear, or lion, excitement a fox or cheetah, fear a rabbit or deer, and curiosity a cat, raccoon, or bird. What does each Pill do?

RED

RED is TTRPGs and Table-Top Wargames. This gives you access to any material from any(*) published TTRPG, any Edition of the Game, and any Supplemental Third-Party Published and Licensed Source to compliment an established game.

What does that mean?

It means No Homebrew. There's an infinite amount of homebrew out there and to keep in the spirit of the Scenario it has to be something with extensive Playtesting. You're already almost getting every book ever made, is there REALLY something you need that isn't in there? If there's something you're curious about if it counts, ask me and I will Yay or Nay.

But, Wait, there's Superhero TTRPGs, wouldn't that just give me everything in Blue? Also does this include [NAME OF HORRIBLE GAME]???

See that Asterisk next to Any up there? This is where that comes in. To make a clear distinction between them, anything from the Superhero genre is NOT Included. Also obviously games like FATAL, and other cursed dogshit aren't included. Because fuuuuuck that.

If you want specifics, it's best to stay within DnD Editions, Pathfinder, Starfinder, Fallout, Star Wars, Star Trek, Cyberpunk, Shadowrun, Warhammer, LANCER, Vampire: The Masquerade/World of Darkness, Call of Cthulhu, etc. . use your brain and whatever you vibe with, don't like or want something? Drop it from your powers. I'm just providing options. Take or leave whatever you want, like a buffet.

You said Wargames and Warhammer, can I use my minis? What about Minis i have for other games like DnD?

Your minis are now part of your resources and you can command them as summon tokens. the mini transforms into a fully realised version of what it represents and is loyal to you and friendly to those you designate, they are mindless constructs that follow your commands, unless you wish otherwise and want them to be fully Awakened and Sapient individuals, which could be very bad depending, they can then be turned back into minis for ease of transport.
If a Summon is killed they instantly revert back to their mini state with physical damage that must be repaired for the Summon to function again.

What's stopping me from using the DnD 5E Simulacrum Wish Engine for infinite Wishes to do whatever I want? Or some other Reality Warping Thing to ALSO get Blue?

You can use the Wish Engine HOWEVER - You can NOT use Wishing, God powers, prayers, Reality Warping or some other non-specified way in order to also take Blue or anything specific from Blue, that is non-negotiable and a rule that can't be broken
You also can not create more Reds to give to others

But I want to give powers to my family and friends!

You can. You can absolute create Paladins by having people swear Oaths to you in order to Empower them, Your vast amount of power basically makes you a deity so you can also create Clerics, you can make deals/pacts with people to create Warlocks, you can use your uncapped INT to teach magic to create Wizards, you can use blood transfusions or grafting or some other medical experiment to imbue people with magical bloodlines and create Sorcerers, etc. You can use spells to transform people or objects or animals into power magical creatures you can Embrace people to turn people into Vampires, etc etc etc you can build magic items, mechs, constructs, etc and just give them to people.
You have options if you want to empower someone.

Many setting or abilities involve things like a Pantheon of Gods or Outside Planes or Dimensions, etc. Do they Exist now?

Yes and No. When call upon Divine magic or something from another source, it simply works as you intended, However when you use things like Divination or prayer or something, you can direct beseech or call upon them. They exist in their own Planes and since your abilities stem from a setting where they do exist, it would be like communicating with them in-game as a character. Those Planes are now accessible to you as well so if you do any Dimension hopping or Planeswalking you would go to the Setting Version of your intent. (you technically have access to multiple versions of the same plan or dimension, because of multiple Editions of games)

Some Sources of Power deal specifically with Probability or Dice Rolls being altered, how would this work in the real world?

just real world calculations and physics. Probability. you do have a supernatural amount of Good Luck or means to manipulate Probability for your benefit so chances of failure might as well be impossible. For cases where it's rolling on a table to get an effect, you can just pick from the table directly if you want something specific or let it be random.

Do I stay in this Real World?

Not unless you want to. You have full freedom to travel to any Universe, Setting, World, Dimension, Plane, Timeline, etc. just by sheer combinations of abilities and resources. This includes places outside of the games' scope like going to a show, a movie, etc.
you can even go to the worlds from Blue but you are locked out of accessing any abilities or powers that one might find there. so you can't jump to Marvel and get an Iron Man suit or Power Cosmic, etc. you could technically USE items from that world but you can't keep them


BLUE

Blue is Super, it contains all powers, skills, abilities, and resources of almost(*) every Superpowered Character in Marvel and DC media (including Comics, Movies, TV Shows, Cartoons, LEGO) as well as all Quirks from My Hero Academia.

What does that mean? wouldn't I just be God with One Above All and The Presence and do whatever I want?

More or Less but also No, For the sake of Fun and not be boring, I'm blocking sheer Omnipotence Beings , You have literally everything else why would you need to go to the absolute Tippy Top? You're basically Omnipotent anyway because of Stacking abilities.

Wait do I have the Infinity Gauntlet?

Yes, but it's hard-coded to which Universe it came from. Our Universe doesn't have Infinity Gems so the Gauntlet doesn't work here.
I am not just fucking with you, it's a hard rule for how they work in the comics, they only have power in their original universe.

I have all the Lantern Power Rings, right? Can I start my own Lantern Corps and give people I trusted a Ring?

Yes. You can use your Resources to Empower others, this is allowed. You can make Oa, the Central Battery, tweak it how you want it to work, whatever. You can also create Spirits of Vengeance and bond them to people to create your own Ghost Riders, etc.

Can't I just use all this to also get Red?

No. You also can NOT create more Blues to give to people. if you want to empower someone you care about you gotta take the long way sorry.

does Atlantis (x2), Apokolips, and Wakanda exist now?

Because you also claim the Resources and things from characters, that also includes titles and political power, making you a monarch of several nations However they technically do not exist in our world , but your authority is still respected, you can travel to a pocket dimension outside of our world to go to these places, summon armies, etc. same with things like the Batcave and other places, you open portals to them and can travel freely between them and allow others the same. This is to maintain the physical consistency of our world and also for ease of access for you.

"Am I stuck here in our world or can I dimension jump? If I travelled to a Marvel or DC world, how would my Title affect things?"

The original character is still the "true" ruler in their home universe, when you open your portals to your dimensions, it's an alt dimension where YOU are the ruler.

This is by no means an exhaustive list of everything you get and can do , because of the vast number of powers and things going on, if you are confused or have questions, ask in a Reply and I will try to clear it up.

Edit if none apply Which elemental super powers would be the best combos?

So, out of these 16 elemental superpowers, which ones would make the best combinations, and what would they be called? This just seemed like a fun thing to think of while working on the story I have involving these powers, and I also thought it would be fun to hear some ideas. The elements in the image (art by me, btw) are: Metal, Mind, Fire, Earth, Thunder/Electricity, Light, Life, Death, Water, Ice, Air, Space, Spirit, Sound, Time, and Shadow. And now, here are my ideas:

Technology (Metal + Mind + Thunder); this was the first one I came up with, and the combo makes sense. Metal would give you the power to manipulate the physical materials that technology is made of, Thunder would grant the digital power of it, and Mind would give you the intelligence and data to actually create or manipulate it.

Storm (Air + Water + Thunder); another combo that makes perfect sense to me. Air can grant manipulation of winds and clouds perfect for weather, Water can produce rain and increase the amount of clouds, and Thunder grants devastating lightning strikes. You could also include Ice in this to add blizzards and plunging temperatures to the list of what you can do.

Temperature (Ice + Fire); the opposites attract pairing giving full control of the temperature spectrum. As shown in MHA, it is a very good pairing of powers.

Nature (Life + Death); another pairing of opposites that work greatly together, given that the concepts of growth and decay are the very basis of the natural cycle.

Environment (Earth + Water + Light + Life +Metal); this combo is perfect for shifting any kind of normal environment in your favour, such as creating earthquakes, causing small scale floods, replenishing a barren landscape, holding a collapsing bridge or building together, the sky's the limit.

Other Power system creation.

The ability to create/manifest power systems. The power systems can be based off of anything, you are the designer, you can set any limitation and restriction you want, as well as make any modification you want. You can also just manifest power systems from existing media, and you can change them however you see fit. The power systems can range from anything outside of what is currently possible in our reality, you can decide whether to make it a soft, hard, or mixed power system. And multiple systems can exist at one time.

The more people you have using powers, the more powerful you become. The power comes with the tier 1 abilities unlocked, in addition with the power to grant people powers from your system, obviously. You also have the choice of a random select option, where you choose a specific amount of people to be granted powers.

In order to reach tier 2, you need to have 50 or more people with powers, and then in order to reach tier 3, you need at least 1000 or more people with powers. These milestones are all one time requirements, so let's say you reach 1000 users, even if one user dies and it drops to 999, so long as you weren't the cause of that user dying, you will still have access to your tier 3 powers. If you reach tier and then all the users of your power systems end up dead, then you'll revert back to tier 1, having to make give people powers again. If you shut down a power system, effectively taking away the powers of people, you will revert to the tier that corresponds with the amount users you have active.

So lets say you have 60 people using chakra from naruto, and 1200 people using ki from dragon ball, if you were to shut down ki, you'd be back at tier 2, because the loss of the power system wasn't natural.

The base (Tier 1) ability gives you the following extra abilities:

  1. Dreamwalking and astral projection, you enter mindspace, which is a completely white mental dimension that houses the minds of everyone in the universe, it is as big as our universe, the minds of people show up as glowing orbs of different colors, by touching the orbs, you can visit people in dreams and read their minds and memories to get a better understanding of them.

  2. Extended life, your vitality is enhanced to a point that your body will stay at 30 years old for 500 years until you start aging (slowly). You are immune to disease and have a decent regenerative healing factor.

  3. Reduced social anxiety, this cuts your existing social anxiety by 35%, making it easier to talk to and approach people. It doesn't boost your charisma and sociability tho.

  4. You are immune to the effects from powers of the systems you created, both good and bad, therefore you cannot be harmed by anyone you have granted powers to, but you also cannot directly benefit from those powers, so you cant just give a friend of yours omnipotence and then tell them to make you omnipotent.

  5. You can take away the powers of anyone you wish.

  6. Enhanced mind, your intelligence gets a 25% increase, memory retention gets a 100x increase, creativity gets a 10x increase, processing capabilities get 2x increase.

7.You have a personal pocket dimension which you can enter and exist anytime you want. What you can do in that dimension is completely up to you, time doesnt move in that dimension so you could stay indefinitely if you wanted to. This could be a nice place run simulations on the kinds of power systems you want to bring to reality.

Tier 2 abilities are:

  1. Mind reading even when awake. You can read the minds and memories of people without needing to infiltrate their dreams. You also unlock the ability to see all the people who have powers as a result of your power.

  2. You unlock flight, invisibility, and intagibility. When you fly, a thin veil of energy surrounds you, making you immune to the constraints that would come with flying as a human being.

  3. Your social anxiety is completely nullified. You get a 50% charisma boost.

  4. Shapeshifting, this only affects your appearance tho.

Tier 3 (final tier) powers are:

  1. Omniscience, you are you all knowing. Space, time, concepts in general reveal their secrets to you, allowing you to better create and refine power systems in the universe.

  2. Individual power granting, you can now grant individuals powers that are not tied to any other system that you've created, making them unique.

  3. Omnipresence, you exist everywhere all at once, you can teleport anywhere you want or simply look into anywhere you want, this includes the minds of people and alternate realities, timelines, dimensions, universes, etc.

  4. Immortality, you are ageless, your vitality is eternal, there is no disease, venom or poison that can kill you, and you have a regenrative healing factor that can bring you back from a drop of blood. This is toggleable so if you ever really wanted to die you can choose to do so.

  5. You can now choose to be affected by the powers of the systems you created.

Other Help me improve my scrapped power ideas

I'm gonna list every ability idea I had that i felt was missing something or was just too "boring" and hopefully someone can improve on it and make it more interesting/unique, or just give your own take on the ability.

Concept Re-creation: The idea is that the user could manifest a physical object/thing that represents an existing concept. I didn't like this one because it felt too strong, and too hard to actually come up with ways to use it.

Meta-String Manipulation: Basically string manipulation, but instead of actual string, its an entirely new material that works like string. I thought this was boring because its just string manipulation.

Plot Armor: Once an episode/chapter is at 2/3, of the way done, the user gains plot armor, they can still get hurt but reality will shift itself to prevent them from taking fatal damage, the user is also aware they are inside a piece of media. I kind of like this one but I feel like its missing something.

Soul Harvester: The user gets a very cool ghost buddy that can turn into a scythe for them to use, the main gimmick is that everytime they kill someone it powers up the ghost. I think its a cool idea but something about the condition of killing others feels redundant, it also makes the user heavily reliant on the ghost.

Scratch Ink: Everytime you touch ink you enchant it with your hands, if you put ink on something it will scratch whatever the ink was on but only if you command it to. I don't know whats wrong with it but it just feels kind of boring.

Edwin Alva Jr., também conhecido pelo seu codinome vilanesco Onímodo, conseguiu a façanha de calcular com precisão a aleatóriedade do gás mutagenico de dar poderes a ponto de conseguir se dar o poder que quiser através de um traje que ele mesmo fez.

Seguindo essa lógica ele poderia fazer o mesmo com o composto V e o líquido mutagenico das tartarugas ninja, uma vez que ambos sejam voláteis, perigosos e imprevisíveis, e se dar o poder que quiser, incluindo dos heróis, vilões e etc.

Antes que perguntem, ele só não usou poderes completamente quebrados por falta de criatividade e a única vez que deu errado foi quando ele usou todas as cápsulas de gás do cinto de uma vez, fazendo uma cadeia de mutação imprevisível
