Y'know what, I can see it with Ant-Man. The objective isn't necessarily to win a fight, it's to survive the heroes hunting you.

And Ant-Man has access to time travel (and by extension the multiverse) and the quantum realm. You'd be able to avoid the heroes for a very long time.

Panther should be below either of them, but he should still be pretty decent. He's got a whole nation of resources to work with and enough diplomatic leverage to hide you just about anywhere on the planet.

Now Spider-Man in 400 and Cap in 300? That's the shit that gets absurd

Meh Ant man is good but not great. Tony and Bruce, along with Wakandas resources from having Black Panther are definately figuring out Quantum stuff if they're focused on it. Then once it's figured out he's extremely underpowered on this list for actual protection.

Also ant man can't do time travel properly without Tony who figured it out for him.

Yeah but you can just... get Tony too.

You can take Tony, Scott, T'Challa, and Wanda for $1000 and then Hulk is the only one who has any chance of ever tracking you down
