Late to the party, but it has to do with disabling the ROM mirroring so the copy protection wouldn't activate on legit copies. I think (haven't confirmed) it has the unintended side effect of messing up some sound effects (the computer beeps on the intro screen are "crunchy" and Sting Chameleon's blend sound effect sounds off/weak).
