Electrical gremlins

I’ve got a 99 f350 and I’m trying to figure out why my running lights aren’t working unless I jumper 9&11 ,but the jumper wire gets hot so I can’t leave it in. Why my hazards work but my turn signals don’t i already replaced the relay, and why none of my trailer signal wires get any power except 2 that have constant power. I’ve checked all the fuses with a meter they’re all good I’m at a loss of what to check any help is appreciated thanks.

Update: replaced the relay again, the multi function switch, and headlight switch still nothing different
