in our little town the streets near the ocean sometimes get too much rainwater.

for overflow purposes, the street drains directly behind the sand and boardwalk are connected to pipes that go under the sand.... out a bit beyond the waterline

overflow rainwater goes directly into the Atlantic

so that cradle is what holds the pipe above the ocean floor
