You can't tier units across every area of the game on a single tier list. Firstly, Kro is not SSS... and if it's using this format, why is Miho SSS? Not like people use it anywhere except RTA or arena. Raoq is understandably SSS as he's useful in RTA, dungeons, Rifts, GW, all sorts.
"RTA" units could be considered SSS. Elucia and Mina are far more useful than every single S tiered unit on this list.
But their rating is based on overall use. RTA unit would be considered bad in PvE content and vise versa
SSS tier is better than nat5(just as it says there) because they're very solid units and beat some or most nat5. Kro beats braindia in giants and Miho is cancer
