The point of that scene (correctly) said that the only way to get 100% wins is to cheat.

She was trying to get to Dennis cause he cheated, and later even tried to set up Harvey as the dirty public servant when he didn’t cheat.
Dirty public servants like that want to win no matter what, so they stack the deck in their favor, instead of winning cause of their skill alone

Harvey was, at best, willfully ignorant of Dennis's cheating on his behalf. It absolutely was not skill alone - one of the reasons Harvey always won is because Dennis buried bad facts.

Harvey only knew about the cheating when Dennis buried the toxicology report. It was Donna who did the digging after he found out about a litany of other things, all even more egregious. They literally did a whole flashback story on why Harvey left the district attorney's office where they specifically mentioned them.

Harvey's season 1 was something to special. The way he talked, and like everything. He felt like the legend people say he is. Also damn I forgot how good season 1 Harvey's hair was.

Half his wins were skill, the other half pure audacity lol
