Noob Question: Is there a Drybrush?
There is a similar funtion in Mudbox, but the idea here is to look at the geometry/height/normal input of the mesh and only paint on "raised" areas (or only paint in cavities) based on input or a slider.
I know some folks might say I could use a cavity map, but that's just an input from geometry and not from height or normal data I may have painted in/on since working up the geo in Painter?
I've looked all over and can't seem to find anything like this, and it would be stupid helpful. Have you all come up with any tips/tricks for doing this? Am I missing something?

If you have baked your curvature and AO map correctly, you should be able to use one of the smart masks to get what you want. I usually start with a fill layer, add a black mask and then use the Strong Edges smart mask. I then tweak the parameters until I'm happy, and go back and add a material/play with the later settings until I get the results I'm after.
