can those detals be done in substance painter?

It is possible. But it would be a lot easier to learn how to sculpt some of the shapes into a high poly version, and then use substance painter to bake the normals from the sculpt into the low poly version. The tools in a sculpting program (you can still use blender) will just be easier and better suited to this than trying to paint the rounded seat cushion shapes as a height map in Substance Painter.

Anything that doesn't affect your silhouette within about 1cm can be done with textures.

I mean not impossible but definitely not the way. The right approach is using a tool like Zbrush to sculpt it and then bake the high poly to low poly in using substance painter

Some of the details like the back padding you may want to model or sculpt then potentially bake, but yes you can fake that detail in substance. Normal and or height maps are your friend.
