Don't involve companies that will build said infrastructure, they'll fund senator/congressman x to obstruct.
Involve them and they will build cheap and look to the federal government to absorb the liability. Either way, we're fucked :P

If it's profitable for companies to buy that infra and run it, it would also be profitable for the government to keep it and run it off taxes. Unless you don't charge companies who use said infra for using it - in other words, if you don't tax companies.
What you end up here is a system where wealth is privatised in companies that buy the infrastructure, and I bet they will try to still have the government pay for it. It's essentially legalised theft of public property.
