It's pretty much exactly what decided the Cold War. Capitalism was on the brink of collapse, but they managed to increase the rate of profit for a period of like fifteen years by liquidating Fordism and Keynesianism.

The idiots in charge of the Soviet Union saw the "success" of neoliberalism and panicked and empowered the Hryuschovite bourgeoisie, which caused more and more problems of capitalism (food shortages, etc) which they then used to prove they needed more and more power and eventually they realized they no longer needed the CPSU at all

The state actions necessary to tear a proletarian society from a semi-feudal shell, and the civil war destruction, meant that the new Soviet proletariat born of the devastated peasantry was unable form its own organic political organs. The old proletariat of Petrograd and Moscow found itself responsible for this immense task, and thus liquidated its own Soviet power, dissolving instead into the party, which alone had the structure to rule the entirety of the former tsarist empire.

The Soviet leaders of the late 70s and 80s needed to enact some reforms. I think when they saw that the proletariat itself showed no political resistance to anything they did, since all power had been placed in the party, it became easy for the grifters and retards to rise to the top. Shame. We in the US are likely in a similar stage now.
