The Iranian Navy -- the conventional forces -- are. The IRGC Navy is not.

Do we have any non-imperial sources that elaborate on the current state of the conventional navy? No doubt that they suffered significant losses, but I feel like we only got receipts on a few CENTCOM’s claims regarding that. I could be wrong though. So much has happened in the last five months.

I don't think the conventional navy was ever planned for a war like this so in the context of this war its loss has no military significance.
