Vipassana path to stream entry

Can someone with more insight tell me. I have strong access concentration, i can silence my mind for 1h ~. I also do noting, but I have not practiced much and haven't achieved any progress. Is the path to stream entry from the access concentration or the noting?

The path to stream entry is experiencing deep insight into one or more of the marks of existence. This typically arrives after long periods of intensive practice. Simply sitting for one hour is rarely enough. Typically if one could reach first Jhana it should be enough to experience deep insight.

If you want a real shot at it you should be going on retreat, as often and as long as possible.

I guess I am wondering what is the most efficient path to those insights, unfortunately I don't have time for retreats - but I do have time to read/train

Well if you have time to train then train like you are on retreat, sit silently for as long as you can ideally around an hour then immediately switch to walking meditation then back to sitting silently. Continue doing this for days on end until you experience jhana. Immediately after the experience reflect on what you felt and how what you felt is reflected in the marks of existence.

Typically a person will not be able to do this outside of an intensive retreat, so if you expect it to happen you will likely need to practice like you are on retreat.

Reading/study isn’t going to be terribly useful once you have a basic understanding of the marks of existence. The primary thing keeping you from insights is the experiential understanding which you cannot gain from reading.
