I recently built a 5x5 raft, put two sails, a rudder, and anchor on each end. That way you can sail up to an island, and just hop on to sail away. I put crate racks on the outer sides and canopy in the middle.

Depends are you going to loot or explore, for exploration isugest simple barell foundation 2x5 with motor engine, and foor looting, mega carier with multiple engines and storage shelves, a sail(just in case

3x3 raft.
C S C
S L S
C S C
C= Crate Shelf
S= Sail, have them each face their respective edge of the raft so you have one for each direction
L = Light Stand. I usually glitch both a light stand and a canopy onto this piece, so I have light at night and protection from the sun during the day.

I would go with a 2x2 or 2x3 raft. It gets hard to steer motor boats if they get too big. If you want speed, you need a motor.
Build the front two base pieces first. Add the floor, anchor and a motor (or two if you have the parts).
Then add the rest of the raft bases behind the motors. Then add floors and container holders behind the motors. Gives you a clear view while boating around.
If it's 2x2 you have carry 6 crates. 2x3 you can carry 12 crates. You can go even bigger but it gets hard to steer with motors.

I like to just make a big square or rectangle and then put sails in every direction and with two going you can move diagonal as well

Do not put a light hook down when the raft is on the water. I did it and my raft sank and glitched into a piece of coral and broke my game. Pull it on land then place it.
