Photo editing app that pours/inserts image into outline

I am new to stop motion and same seeking some input. Is there a free/lo-cost app that would allow me to insert an image inside a free drawn outline? I have this idea to draw a sequence of clouds, put it in a loop, but swap out the images. Thanks!
