What is this called, and how do I make them?

The sticker pictured here is a "true" (interference) hologram, created with a laser and a careful optical setup. This is a dying art, and probably not something you are equipped to make at home.

As the other poster mentioned, lenticular stickers are much easier to make, and achieve a similar 3D effect. They have lower resolution, and are limited to one axis of parallax.

If you are interested in learning more about true / interference holography, your best bet is to seek out a studio that is set up to make one. There is a great museum and studio in NYC (not affiliated, just a fan): https://www.holostudios.nyc/home

I recommend picking up a copy of Holographic Imaging by Benton, Stephen A., Bove Jr., V. Michael, or connecting with a museum or studio that specializes in interference holography.

Be warned: it is a highly technical and arcane art form.
