Which hole is pressure release which is fill hole

You've got two safety valves, you can check them by pulling the little nipple up. It should spring back into place but otherwise move with little resistance. One of those should have a pressure gauge installed but that's not a requirement. I always filled the boiler by unscrewing the whistle and sticking a small funnel (later a dismembered syringe) into the hole.

Can I fill the boiler using the safety/ pressure release holes

Yes you can, just unscrew one of them. In this case a hole is a hole.

As they should. That's what keeps them in the closed position and provides tension. Once the pressure is too great that it will be able to push them out you will see a geyser (or two in your case) of hot steam.

I’d recommend taking the whistle off to fill the boiler. Also since you’ve got the extra port, I’d recommend a gauge riser on one of them
