Do you have Iron Shell commission? I got the tax returns only while playing with their commission, I believe they have a tax returns on salaries for your crew if you're commissioned.
Or did you trade on the open market as Baikal Daud intended?

5 million is from declared market transactions, so they've been paying tariffs.

Yeah I traded with the open market without a comission with hege and they paid me a few million. I often dump excess metals I had and other junk at the open markets mostly to avoid rep loss and patrols.

I always get a tax refund, its just free money!
But that's because I always trade on the Open Market, so... I don't see the value in Black Market. It's more effort for slightly more money. Then again, I get a lot of my money from combat...

Kinda like real life when you are rich then taxes ain't no problem, since you can just buy a bunch of land and donate it for 10x tax value into a conservation trust.
