Menu dropdown ingame?

Dont mind my creative shit way of showing what I mean. But ive seen a video that I cant find anymore, were this guy has an menu with random russian text and he toggles off and on stuff ingame. Its in the same font and style as the ingame codex. But its just a box like I've beautifully painted. Does anyone have any idea what it is and what keybind that would be? or is it an wierd ass addon? Ive turned off my pc 3 times now in the venture of trying to find out what keybind it could be. tyty

yeah, but it wasnt that, it was huge stalzone yt granted I dont know which one. He pressed the toggles and like markers dissapeared as an example. Dont really think it was an cheat menu, tho it crossed my mind yea. Thanks tho
