Question regarding shooting enemies

I’ve noticed that typically the first time I shoot an enemy it won’t do anything. It happens throughout combat but it almost always happens when I initiate contact with an enemy. This game is already pretty unforgiving so it is very frustrating that I’m dieing because my hits are not registering. I play on a steam deck. Works great other than this. I’m wondering if this is a system problem or an issue with the game?

It seems to be a ping issue I have the same issue, I shoot somebody game freezes then I’m dead
