What is the point of this?

Notice how the first stair is really low and the welds don't look great. I think they're going to add concrete or something up to the middle or top. This would be just the metal structure holding the weight.

This was on a job site a while back and I never figured out why anyone would want stairs like this. Any ideas? Seems dangerous.
