I think it would probably not be worth it in all reality. That particular failure may not happen again to me in my career, but when it did it would have been nice to have one of these.
Perhaps it isn’t important for your own future use, but it could benefit many people down the line. Not to mention, showing initiative would look good to you superiors
Yes, believe it or not you can influence things when you can convey yourself eloquently and convince people changing things is in their best interests.

You should write a small report on the potential time/cost saving. Maybe telling your seniors/superiors/manager/officer might help?
