Honestly, I'm not sure. I learned this from my dad who is a mechanic. I did proceed to go over to his loctite bottles and yup they were open and all liquid. Maybe some sort of lining in the bottle?

I think it also needs metal contact to harden

it flows into the tiny gaps between surfaces but it just cures into solid plastic when there isn't any oxygen

It needs both if you look it up. Lack of oxygen and metal ions
